The Easiest Way to Pay Your Bill

Our new online payment option saves you time and gives you more flexibility. If you have an internet connection and an email address, you can pay your bill online—fast, easy, and no checks or stamps needed.

How It Works

We partnered with Xpress Bill Pay for secure online payment systems. When you sign up, you’ll get a secure password to access xpressbillpay.com. Each month you’ll receive a reminder email when your bill is online.

  • Log in through your web browser and view your bill
  • Select payment type: credit card, debit card, or electronic funds transfer
  • Enter requested information and complete payment

HEAT Assistance Program

Do you need help paying your home energy bill? The HEAT assistance program opens each year on November 1 and ends April 30.

If you are in danger of shut-off, contact your local HEAT office for crisis assistance.

Program Details

The Home Energy Assistance Target (HEAT) Program helps low-income households with home energy costs.

Equal Pay Plan

Every October citizens are eligible for an Equal Pay Plan under these conditions:

  • Must be a utility customer for one year to establish a payment history
  • Account must be current with a good payment history and without any 48-hour shut off notices
  • Monthly payment amount determined each October
  • Credit balances remain on account for future payments and will not be returned
  • Two delinquencies during the equal pay year (October to October) results in program termination
  • Customer may re-enroll after one year if there have been no delinquencies

Electricity

Fillmore City established its own electric utility in 1918 and presently has 1,250 customers. The city owns a portion of:

  • Hunter Power Plant in Emery County
  • San Juan Power Plant in Arizona
  • IPP in Delta
  • Contract with CRSP provides power from Glen Canyon Dam

The city is a long-standing member of Utah Associated Municipal Power Systems (UAMPS). The electric system is maintained through a contract with Dixie Power.

Water

Fillmore City water sources:

  • Water Cress Spring (located in the mountains east of the city)
  • Underground water rights pumped from two wells (April-October)
  • Purchased water rights in Flowell for future growth

Storage capacity: Five storage tanks with 1,875,000 gallons combined capacity. The system is maintained by the city.

Secondary Irrigation System

The secondary watering system for irrigation is supplied by Fillmore Water Users Association and is not administered through the city.

Sewer

Fillmore has a waste water sewer facility that meets all government regulations and is adequate for the city’s needs. The system is maintained by the city.

Garbage

Automated Garbage Collection Information

Fillmore contracts with Millard County for landfill facilities.

Landfill Locations:

  • East of Fillmore on 500 North: Construction debris, inert yard waste, tires, scrap metal, and flesh pit
  • Transfer Station west of town on 400 North: Household garbage dumpsters

Landfill Schedule

Open 3 days a week:

  • Monday: 8:30 am–12:30 pm, 1:30 pm–5:30 pm (closed for lunch)
  • Friday: 8:30 am–12:30 pm, 1:30 pm–5:30 pm (closed for lunch)
  • Saturday: 8:30 am–12:30 pm, 1:30 pm–5:30 pm (closed for lunch)
  • Closed: Tuesday, Wednesday, Thursday, Sunday, and all scheduled holidays
